"R&D예산 삭감, 젊은 연구자 위기"…국내 과학자들, 네이처 기고

 국내 과학자들이 연구개발(R&D) 예산 삭감으로 인해 한국 과학계가 큰 타격을 받을 것이라고 우려를 표하는 기고문을 국제학술지 네이처에 실었다.

R&D budget cut could be the final straw for South Korea’s young scientists As early-career researchers, we fear that our peers will struggle to stay afloat amid sudden and confusing budget constraints. News of a large cut to South Korea’s research and development (R&D) budget has stirred a strong reaction from the nation’s scientists. The 14.7% cut — which was reduced from 16.6% in late December, in response to widespread negative feedback — is set to make life more difficult for researchers across the board. Early-career scientists are likely to be the most affected, because we are already struggling with a lack of funding and job security. The initial cut was announced by South Korea’s Ministry of Science and ICT (MSIT) just months after President Yoon Suk Yeol stated that R&D spending would remain at 5% of the country’s gross domestic product (GDP), which is among the highest R&D investments in the world. This aligns with the generally accepted belief among South Koreans that, for a country with limited land and natural resources, the only way to become richer and stronger is through advances in science and technology. Many researchers take pride in feeling that they have been a driving force behind South Korea’s rapid economic development since the 1960s. This shift in government priorities has undoubtedly been prompted by South Korea’s need to address fiscal challenges in the past few years. However, we feel that it overlooks the crucial role of R&D investment not only in the country’s immediate research outcomes, but also in nurturing future generations of professionals in science, engineering, mathematics and technology.

20일(현지시각) 네이처는 ‘R&D 예산 삭감은 한국의 젊은 과학자들에게 견딜 수 없는 한계점이 될 것이다’란 제목의 기고 글을 게재했다. 해당 글은 김봉재 경북대 물리학과 교수와 고아라 전남대 물리학과 조교수가 기고했다.

두 교수는“한국의 R&D 예산이 대폭 삭감됐다는 소식은 국내 과학자들의 거센 반발을 불러일으켰다”면서 “이번  예산 삭감 때문에 연구자들의 전반적인 삶이 더욱 어려워질 것”이라고 내다봤다. 그러면서 “이미 자금 부족과 고용 불안정으로 어려움을 겪고 있는 신진 과학자들이 가장 큰 영향을 받을 것”이라고 진단했다.

 

 

삭감 결정이 충분한 논의 없이 진행됐다는 게 이들의 지적이다. 두 교수는 “이번 삭감은 윤석열 대통령이 R&D 지출을 국내총생산(GDP)의 5%로 유지하겠다고 밝힌 지 불과 몇달 만에 과학기술정보통신부가 발표한 것”이라고 했다.

 

이어 “정부의 우선순위 변화는 지난 몇 년 동안 한국이 재정 문제를 해결해야 할 필요성에서 촉발된 것”이라면서도 “R&D 투자가 당장의 연구 성과뿐만 아니라 과학·공학·수학·기술 분야의 미래 세대 전문가를 길러내는 데 중요한 역할을 한다는 점을 간과하고 있다”고 꼬집었다.

 

한국에서 R&D 투자가 중요한 이유에 대해서도 설명했다. 두 교수는 “세계 최고 수준의 R&D 투자는 국토와 천연자원이 부족한 한국이 더 부유하고 강해질 수 있는 유일한 길은 과학기술의 발전이라는 한국인들의 믿음 때문”이라며 “많은 연구자는 과학기술 발전이 한국의 급속한 경제 발전의 원동력이 됐다는 자부심을 갖고 있다”고 강조했다.
